The explanation below is what is offered for this technique. CleaningHQ has not found evidence establishing that this is what actually happens, and says so rather than presenting a plausible story as a finding.
Softeners deposit a lubricating film on fibres that reduces friction and static, which is exactly what makes fabric feel soft. The claim treats that deposit as cosmetic. Where a textile's function is a surface property — repelling water, trapping soil electrostatically — the deposit is not cosmetic at all, because it covers the surface doing the work.
