The explanation below is what is offered for this technique. CleaningHQ has not found evidence establishing that this is what actually happens, and says so rather than presenting a plausible story as a finding.
The block dissolves slowly into the cistern water, so every flush delivers a dilute cleaner and dye to the bowl. As a delivery mechanism it works. What the claim does not account for is the other side of the same arrangement: the concentrated solution sits permanently against the valve seals and plastics inside the cistern, which is unlimited contact time on components never specified for it.
Background
A block dropped into the cistern promises cleaning with every flush, and it is the one bathroom product whose damage happens entirely out of sight. The sanitaryware manufacturer's care sheet does not argue about efficacy; it says do not use in-tank cleaners, because they can damage the flush valve or other working parts. The mechanism is contact time taken to its extreme. A cistern holds a concentrated solution permanently in contact with rubber seals, a flapper or diaphragm valve, and plastic components that were specified for water. Every other cleaning product in the house is applied, left for minutes, and rinsed; this one is left for months and never rinsed. The same sheet is generous about what the china itself will take — soft abrasives are permitted, and bowl cleaners are fine inside the bowl — which makes the contrast informative. The restriction is not about the ceramic at all. It is about the mechanism that makes the toilet work, and the failure shows up as a cistern that runs continuously or a flush that weakens, which almost nobody connects back to the block.
