Why it works
Hardened steel is softer than soda-lime glass, so a clean blade held against clean glass should shear a deposit off without marking the surface underneath. The premise is sound and the conditions are the problem: neither the blade nor the glass is clean in practice, and a single trapped particle harder than glass is dragged the full length of the stroke.

The mechanism it gives is not the blade against the glass but what travels underneath it: grit. Sufficient water helps prevent abrasive particles being trapped between the glass and the tool, and the cleaner has to be diligent about keeping abrasive particles off the surface altogether.
