A wet-and-dry vacuum picks up liquid as well as solids, which makes it the correct tool for a flood, an overflow, a spilled bucket or the recovery stage of a wet cleaning job — and that is where its usefulness stops. The federal conservation guidance is unusually direct about the limitation: wet-dry vacuums do not provide the filtering effectiveness of dry filtration vacuum cleaners with HEPA filters, and should be used only for initial recovery efforts aimed at eliminating excess flooded water from non-hazardous areas. The same leaflet extends the point to a machine type many households own for general cleaning: do not use regular water filtration floor vacuums, as they are not as effective as dry filtration vacuum cleaners with HEPA filters. That is a ranking rather than a preference, and it matters because fine particulate returned to the air by an inadequately filtered machine is the failure nobody sees. Two practical notes. A wet-dry machine used on water and then on dust without cleaning the drum turns the residue into a slurry that clogs the filter. And where a spill may be hazardous, the guidance directs protective equipment rather than ordinary housekeeping.
