Why it works
Heat is assumed to be the agent of shrinkage, so removing it from the wash should remove the effect. The bulletin locates the mechanism differently: swelling happens whenever the fabric is wetted, and the compaction that fixes a smaller dimension happens during unrestrained tumble drying, where mechanical action and heat act together.
Background
Cold washing is the standard advice for anything that might shrink, and it addresses the wrong half of the process. The cotton trade body's bulletin describes shrinkage as swelling and deswelling: washing wets out and swells the fibre and yarn assembly under tensionless conditions, and drying deswells it. Tumble drying then adds mechanical tumbling with heat, and the bulletin states that tumble drying without tension is a form of MECHANICAL COMPRESSION that allows MAXIMUM DRYING SHRINKAGE to take place. Water temperature is not the variable it identifies; tension and tumbling during drying are. The second half of the mechanism is more reassuring than any advice: relaxed dimensions are defined as the state at which a fabric is fully relaxed and will not shrink further as a result of washing and tumble drying. A garment is moving toward a fixed end point, which is why a much-washed shirt stops changing size. So cold washing is not wrong, it is incomplete — and line drying, which applies neither heat nor tumbling, is what the mechanism actually points at.
What it does not do
