The proposed mechanism
The explanation below is what is offered for this technique. CleaningHQ has not found evidence establishing that this is what actually happens, and says so rather than presenting a plausible story as a finding.
Irritant gases do have odours and detection often does precede harm, which is why the belief survives. What it omits is that the detection threshold is a range rather than a number, that it differs substantially between individuals, that olfactory fatigue removes a continuous smell from awareness, and that some hazardous substances have odours that are faint, pleasant, or well above the concentration that matters.
Background
The reasoning is instinctive: irritant gases smell, so a smell is the warning and no smell means no problem. The regulator's fact sheets contradict it directly and in the same words for two different substances. For chlorine the odour threshold is given as 0.2 to 0.4 ppm, the range of accepted values is noted to be quite broad, and the sheet warns that caution should be used in relying on odour alone as a warning of potentially hazardous exposures. For ammonia the threshold is 5 ppm with the statement that odour thresholds vary greatly and that odour alone must not be relied on to determine potentially hazardous exposures. Two mechanisms defeat the assumption. Thresholds vary widely between people, so one person's warning is another's silence. And olfactory fatigue means a smell present continuously stops being noticed — the warning fades while the exposure does not. The clearest case against the claim is chloroform, which can form when bleach meets an alcohol product: its odour is described as pleasant and sweet, its threshold spans 2.4 to 85 ppm, and it is to be handled as a carcinogen with extreme caution.
