In detail

Sugars are the most water-soluble soil class there is. The dairy cleaning guideline lists lactose as removed by WATER, with no chemistry required at all, which makes it unique among the four classes it tabulates. That is true only while the sugar is intact. The same table records that lactose becomes more difficult to clean after heating, and the household experience of this is dramatic: a spilled drink wipes off, and the same spill baked onto an oven floor or a hob does not. Heating drives off water and takes the sugar through caramelisation towards carbon, and each step down that road is less soluble than the one before. The practical consequence is about timing rather than product. A sugar spill is trivially removable now and progressively less so with every heat cycle it survives, and no cleaner reverses that.
