Why it works
The claim is straightforwardly true about the immediate mechanism: an abrasive harder than the deposit removes the deposit. The failure is in what else it does. Carbon steel is softer than the hardened stainless surface in some respects and harder in others, and the practical outcome recorded by the trade association is that particles of it detach and embed. Those particles are ordinary steel with no chromium and no passive layer, so they corrode in ordinary damp conditions, producing rust marks on a surface that is itself intact. Separately, the abrasive is harder than the surface finish and coarser than the finish's own scratch pattern, so it cuts across a directional grain rather than blending into it.
Background
Reaching for wire wool on a marked stainless sink is intuitive — it is metal on metal, and the marks come off. The stainless steel trade association identifies the consequence directly, and it is the explanation for something that otherwise looks like a contradiction in the material itself. Rust spots appearing on stainless steel are usually not the steel corroding: they are small particles of ordinary carbon steel, shed from wire wool or a scouring pad, that have become attached to or embedded in the surface and are rusting there. The guidance is explicit that carbon steel wool should not be used, and that where a wire brush is used it must be stainless grade. There is a second, independent problem. Most stainless finishes are directional, and a scouring pad worked in circles cuts across the grain, leaving a pattern that cannot be blended out without refinishing the whole panel.

- Cleaning along the grain — On a brushed or directional finish, the direction you wipe decides whether marks disappear into the pattern or cut across it permanently.
- Detergent — A surfactant-based cleaner. The general-purpose answer for greasy and particulate soil, and the correct first choice far more often than any specialist product.
