In detail
Every consumer article treats a comb as a brush with fewer parts. The manufacturer does not: where a hairbrush gets a bowl of soapy water and a warning about submerging, a comb is wiped with a cloth and then worked tooth by tooth with a soft toothbrush to lift oil and dirt out of the gaps. The reason is structural and it generalises. A brush fails because water reaches a place it cannot leave — the pad, the tuft holes, the wood. A comb has none of those. It is a single moulded or cut piece with open channels, so the soil sits where a brush can reach it and nothing is hidden underneath. The difficulty is geometry rather than absorption: the residue collects at the root of each tooth where a cloth cannot follow. What collects is sebum and product, the same mixture as on a brush, pressed into a narrower space. Warm water and a mild detergent handle it; the tool that matters is the toothbrush, not the chemical. Dry naturally, away from direct heat and sunlight, for the same reason a brush does: a comb of horn, wood or cellulose acetate is a material that warps.
