A dishcloth is listed by the Food Standards Agency alongside hands, work surfaces and chopping boards as an item that regularly needs cleaning and disinfecting — which puts it on the wrong side of a line most kitchens draw. It is not equipment that cleans. It is a surface that gets contaminated, and it then moves whatever it is carrying to everywhere it is next wiped. The instruction is short and both halves matter: wash or change dish cloths, tea towels, sponges and oven gloves regularly, and wash AND DRY them before using them again, because dirty and damp items encourage bacteria to grow. The operative word is damp. A cloth washed and left screwed up wet by the sink has satisfied half the instruction and defeated the point of it. The same logic makes a tea towel a poor way to dry a disinfected surface: the FSA advises letting items dry naturally, because the drying cloth is the route by which bacteria get put back. The guidance says 'regularly' and states no interval, and neither does this page.
